Amendments 4 and 5 didn’t merely lose on Tuesday. Both failed in every county and rank among the least popular constitutional amendments in state history.

Republicans argue voters rejected badly written versions of ideas they still support. Democrats see something broader: frustration with a GOP-controlled state government that has pushed its priorities too far.
