Amendment 5 has mostly been sold as a tax question: Should Missouri move away from taxing income and give lawmakers more room to raise sales taxes instead?

But campaigns are often shaped by the people who decide what the argument is really about. And for a growing group of Missouri parents, Amendment 5 is becoming a public education fight.

Today, Annelise Hanshaw looks at the parent-led effort to organize against Amendment 5 — and why its supporters say schools would be better off under a different tax structure.
