Good morning,

Gov. Mike Kehoe’s plan to eliminate Missouri’s income tax is on the Aug. 4 ballot. But in one crowded Republican state Senate primary, support for the idea is not translating into enthusiasm for the proposal.

Steph Quinn reports from central Missouri, where Amendment 5 has become a test of trust — not just in the tax plan, but in the legislature that would be responsible for carrying it out.
